Man charged with killing girlfriend while out on bond

A man has turned himself in after shooting and killing his girlfriend Wednesday in front of her kids while out on bond.

Howard Devon Ruffin is now charged with murder in connection to the fatal shooting of his girlfriend at an apartment complex on Willow Place Drive North. The incident occurred around 8:05 a.m. on Wednesday.

According to police, Houston Police officers responded to a shooting call at the complex and were informed by paramedics that a woman had been found unresponsive with multiple gunshot wounds inside an apartment. The woman was pronounced deceased at the scene.

Further investigation by HPD Homicide Detectives revealed that Ruffin, the victim’s boyfriend, was the primary suspect. Witnesses and evidence pointed to Ruffin, and several hours later, HPD North Belt Patrol officers reported that Ruffin wanted to turn himself in and speak with detectives. Ruffin provided a statement to police, leading to his arrest and charges of murder.

He was currently out on bond for a felony charge of “Assault of Family Member Second Offender and Impeding Breathing”.

He is currently in Harris County Jail.
